In early 2026, Indonesia began implementing stricter compliance requirements for short-term accommodation listings advertised through online booking platforms such as Airbnb, Booking.com, Agoda and Expedia.

The regulatory shift has generated considerable discussion among travellers, property owners and investors — particularly in Bali, where the short-term villa rental market has expanded rapidly over the past decade.

While many headlines have framed the changes as new “Airbnb rules”, the reality is broader. Indonesia is moving toward a more formalised tourism framework, ensuring accommodation businesses operate within the correct zoning, licensing and regulatory structures.

Under Indonesian law, any property operating as tourism accommodation must hold the correct business registration and tourism licensing. Online travel agencies are now expected to verify that properties listed on their platforms meet these licensing requirements. Properties that do not hold the correct permits may be removed from booking platforms until they become compliant.

Although media coverage has centred on Airbnb due to the popularity of villa rentals in Bali, the requirements apply to all online booking platforms.

The tightening of short-term rental compliance is just one aspect of a broader shift taking place across Bali’s tourism sector.

Over the past decade, tourism growth has driven rapid expansion in accommodation supply, including private villas, boutique hotels and large-scale resorts. “For many years Bali experienced extremely fast development,” he says. “Now the government is ensuring that growth is properly structured. Clear rules ultimately create better outcomes for guests, operators and investors.”

Rather than slowing tourism, the objective is to improve quality while maintaining sustainable growth.

Several factors are driving the introduction of stricter rules around short-term accommodation.

Safety and operational standards

Licensed tourism properties must meet minimum standards relating to building safety, guest registration procedures and operational compliance. Requiring formal permits helps ensure accommodation providers meet consistent quality and safety benchmarks.

Tax transparency

Tourism taxes represent an important revenue stream for regional governments. When accommodation operates outside the official system, it becomes difficult to track income and enforce tax obligations. Formal licensing improves financial transparency across the sector.

Fair competition within the hospitality industry

Hotels and licensed resorts operate under strict regulatory frameworks that include licensing requirements, labour regulations and operational standards. Applying similar compliance expectations to short-term rentals helps create a more balanced competitive environment between traditional hospitality operators and informal accommodation providers.

What This Means for Bali Property Investors

For investors evaluating Bali’s property market, the key takeaway is that the tourism industry is becoming more structured and professionally regulated.

Unlicensed short-term rental properties may face increased scrutiny, particularly if they operate outside designated tourism zones. At the same time, developments that follow zoning guidelines and obtain the correct licences may benefit from a clearer regulatory environment.

Egan believes the shift will ultimately strengthen confidence in Bali’s tourism market.

“This trend isn’t unique to Bali,” he explains. “As destinations become more popular internationally, governments tend to introduce stronger regulations. In the long run, that builds credibility and supports higher quality tourism infrastructure.”

For investors, understanding zoning rules, tourism permits and regulatory compliance is becoming increasingly important when assessing opportunities.
